CPS has received two reports regarding Phoenix. The first report was received in October 2006 and resulted in a dependency petition being filed. It was dismissed in June 2007 and the case was closed. The second report was received in August 2008 and included allegations of neglect of Phoenix by Stumm. The allegations were unsubstantiated.
