Do foster caregivers pay for behavioral health services?

Caregivers should not pay fees or copayments for medical, dental, vision, or behavioral health services and equipment covered by Mercy Care DCS CHP. Caregivers should not be billed for any services that Mercy Care DCS CHP covers. List Mercy Care DCS CHP as the responsible party on medical, dental, and vision forms. You do not need to list any personal information on any bills or claims.

How do I find a behavioral health provider?

Children and youth in foster care receive behavioral health coverage through Mercy Care DCS CHP. The Mercy Care DCS CHP Provider Directory lists the names, locations, telephone numbers and languages other than English spoken by our plan providers. This includes behavioral health providers and other health care specialists. You can access the Mercy Care DCS CHP Provider Directory by visiting the Mercy Care DCS CHP website at www.MercyCareAZ.org. If you would like a copy of the Mercy Care DCS CHP Provider Directory mailed to you at no cost, you can call Member Services at 602-212-4983 or 1-833-711-0776 (TTY/TDD 711).

Where can I find a list of covered health care services?

Covered services are health care services for which Mercy Care DCS CHP pays. This includes physical health and behavioral health care, services, supports, supplies, prescription and over-the-counter drugs, equipment and other services. The Mercy Care DCS Comprehensive Health Plan Member Handbook provides a list of covered health care services. Are behavioral health services available in the home?

Some behavioral health services may be provided in the home rather than in the office. Talk to the child’s behavioral health provider to find out what options are available.

What is a Child and Family Team (CFT)?

The Child and Family Team (CFT) is a defined group of people which may include the child, DCS Specialist and his/her caregiver, a behavioral health representative and any individuals important in the child’s life identified and invited to participate by the child and family. This may include, for example, teachers, extended family members, friends, family support partners, health care providers, coaches, community resource providers, representatives from religious affiliations. It can also include representatives from other service systems like Juvenile Probation or Division of Developmental Disabilities (DDD). The size, scope and intensity of involvement of the team members are determined by the goal established for the child, the needs of the family in providing for the child and the resources needed to develop an effective service plan. People can join or leave the CFT as needed to make sure the child gets the best care.

What behavioral health services require DCS consent?

DCS must consent to inpatient assessment, inpatient psychiatric care services, residential treatment services, therapeutic group homes, and Home Care Training to Home Care Client (HCTC).

How do I get the child in my care evaluated for psychotropic medications?

A request for an evaluation for medication can be made through the Child and Family Team (CFT) or directly through the health care provider. The decision to have the child evaluated is made in collaboration with the CFT, which includes the DCS Specialist. Any concerns discussed at the CFT are shared with the child’s prescribing doctor.

What should I do if I have a grievance about behavioral health services?

If services are not initiated within 21 calendar days or there are any other concerns regarding behavioral health services, the caregiver must notify both the behavioral health plan's Children's Liaison and AHCCCS Customer Service.

What should I do if I have a grievance about health services for the child?

Grievances can be filed at any time verbally or in writing. To file a grievance, call Mercy Care DCS CHP Grievance System Department at 602-586-1719, toll-free at 1-866-386-5794, or fax to 602-351-2300, or email [email protected]. You can also send grievances in writing to Mercy Care DCS CHP, Grievance System Department, 4755 S. 44th Place Phoenix, AZ 85040.

How do I organize and store the child's behavioral health information and records?

It is a good idea to keep the child's records in a notebook or binder that you can bring to Child and Family Team (CFT) meetings and other appointments. This will help you organize and store all of the child’s records, information, and documents. If the child moves to a new foster home, send this notebook/binder to the child's DCS Specialist.   Also, remember that the child's case record is confidential. Be sure to keep the child's records stored in a secure location in your home that only caregiver (you) can access.

My child had a behavioral incident; do I need to report it? If so, how?

Licensed foster parents are to notify DCS and their licensing agency within 24 hours if their child has an illness, injury, change of medication, or medication error that results in seeking medical attention.

Licensed foster parents are to notify DCS and their licensing agency immediately if their child dies, has a serious illness or injury requiring hospitalization, behavior not witnessed before and any other unusual incident that seriously jeopardized the health, safety, or well-being of a foster child or receives urgent care or emergency room treatment and whenever emergency services (911) is contacted.

Within 24 hours of any of the above noted incidents, licensed foster parents shall complete an Unusual Incident Report form and submit it to their licensing agency. Unlicensed kinship foster parents are to notify DCS within 2 hours of the following: death of a child or hospitalization (medical or psychiatric.) Unlicensed kinship foster parents are to notify DCS within 48 hours if the child becomes seriously ill.

What is expected of me as a foster parent in regard to the child's recommended behavioral health services?

  • Participate in the Child and Family Team (CFT) Meetings
  • Ensure the child attends appointments for services
  • Document and report any incidents or changes regarding the child's behavior
  • Ensure medications are administered correctly if prescribed
  • Keep documentation for behavioral health services (CFT service plan, progress reports, etc)

What is the Division of Developmental Disabilities (DDD)?

The Division of Developmental Disabilities (DDD) is a service system administered through the Arizona Department of Economic Security (DES) that supports people who develop severe and/or chronic disabilities that may limit a person's ability to do the tasks related to daily living. If a child is enrolled in DDD, a support coordinator will be assigned to help determine a service plan to meet the needs of the child. What is the Mercy Care DCS Comprehensive Health Plan?

The Mercy Care Department of Child Safety Comprehensive Health Plan (Mercy Care DCS CHP) is the single, statewide health plan, responsible for the physical, dental, and behavioral health services for all Arizona children in foster care.
